BO advisor on health ratoning Dr. Emanuel [EE] proposes a scheme based on an arbitrary graph (fancifully but accurately dubbed the Grim Reaper Curve). This scheme rations health care based on age.

If you are lucky enough to be in the 15-40 age bracket, EE would award you "maximum" care -- which depends on how much money is "available". Note that if the scheme goes broke (like every government project), you get nothing, even though you are in the favored age group of "socially useful" persons.
If you are in the 40-60 year age group, your health care is "attenuated" (reduced) until at age 60, when you might really, really need it, you get practically nothing.
If you are so unlucky as to be beyond 60, the Grim Reaper Curve "attenuates" you to the category of "socially useless" persons who get Band-Aids, cough syrup, and Tylenol instead of real health care [Blog 1 and 2]. "Let them die", said Robert Reich [Blog 23], and EE's Grim Reaper Curve implements this thought.
Oh, yes, if you are disabled at any age, you are obviously socially worthless and worthy of no care whatsoever, according to EE and BO [Blog 1 and 2]. The same goes for young children [Blog 26].
"One-payer" government insurance will be run by "expert" death committees, who will "no-pay" for large segments of the population.
